Start by noting (On a fresh install, at least) that WakeOnLan=off in
/run/systemd/network/*.link :

WakeOnLan=off
Then, remove the Subiquity generated file /etc/netplan/00-installer-config.yaml
on fresh installs. Remove /etc/netplan/*.yaml on non-fresh installs.
Reboot.
Note there are no files at /run/systemd/network/*.link (As expected)
Then, use Identity tab in `gnome-control-center network` to rename the
connection (or use nm-connection-editor)
Reboot again.
Inspect /run/systemd/network/*.link and notice it now says
WakeOnLan=magic but WakeOnLan was left on Default

WakeOnLan=magic
Also inspect /etc/netplan/*.yaml and it will say wakeonlan: true
nm-connection-editor will say Wake On Lan = Default
Even if you try to set Wake On Lan = Ignore, inspect /etc/netplan/*.yaml
again, and it will have both:
wakeonlan: true
and
networkmanager:
passthrough:
ethernet.wake-on-lan: "32768"
and the link file will still contain WakeOnLan=magic
Additional thoughts:
gnome-control-center does not seem to have a GUI for Wake On Lan.
The Wakeonlan=magic being present in the .link files seems to contribute
to boot race condition causing NIC devices to randomly fall back to
kernel name (eth0) instead of path name (ens33, enp37s0, etc)
