This introduces the first Ubuntu delta on top of the Debian sync 1.2.2-3, backporting the upstream fix merged in canonical/netplan#614 (commit b74171cdac69029f02942d8e59cd08a6ada9ec7a). Changes: - d/p/lp2164636-chmod-umask.patch: explicitly chmod generated configuration files to enforce target permissions regardless of umask (LP: #2164636). - debian/control: update maintainer to Ubuntu Developers via update-maintainer. - Unit test test_util_free_to_file_with_permissions_umask added to test_netplan_misc (passes 100%).
