Public bug reported:

**1. Overview:**
Since a recent kernel update to `6.17.0-1033-oem`, connecting an external 
monitor via a single USB-C cable (for both DisplayPort Alt Mode and USB data) 
causes the monitor's built-in USB hub to fail. The kernel repeatedly throws 
`error -71` (device descriptor read/64) and eventually triggers a Type-C driver 
warning at `typec_altmode_update_active`.

This is a regression. The setup worked flawlessly on previous kernels a
few weeks ago.

**2. Hardware & Environment:**

* **Host System:** Lenovo ThinkPad P14s (AMD)
* **External Display:** AOC Q32P2CA 32" IPS Monitor (with built-in USB hub)
* **Connection:** Single USB-C to USB-C cable (Display & Data)
* **OS:** Ubuntu
* **Kernel Version:** `6.17.0-1033-oem`
* **Kernel Boot Args:** `quiet splash pcie_aspm=off processor.max_cstate=1 
usbcore.autosuspend=-1 iommu=soft vt.handoff=7`

**3. Steps to Reproduce:**

1. Plug a USB peripheral (e.g., Logitech receiver, Bluetooth keyboard) into the 
AOC monitor's USB-A downstream ports.
2. Connect the AOC monitor to Thinkpad via the USB-C port.
3. Boot the ThinkPad into Ubuntu on kernel `6.17.0-1033-oem`.
4. Observe that the peripherals are not recognized by the OS.
5. Connect Thinkpad usb port directly to keyboard with mouse dongle attached to 
keyboard.
6. USB keyboard and mouse connect properly.
7. Connect keyboard and mouse back to monitor: keyboard and mouse are 
recognized and work properly.

**4. Expected Result:**
The Type-C Alternate Mode negotiates successfully during boot, and the 
monitor's internal USB hub enumerates attached peripherals normally without 
requiring a manual replug to the host.

**5. Actual Result / Symptoms:**
The USB connection violently resets on initial boot/connection. The system 
attempts to power cycle the port, but the devices fail to accept addresses. 
This results in the following kernel warning and continuous `error -71` / 
`error -32` messages in `dmesg`.

**7. Additional Context / Troubleshooting performed:**

* This is not a USB autosuspend issue. TLP is not installed, and 
`usbcore.autosuspend=-1` is explicitly set in GRUB.
* System firmware (BIOS/UEFI, Thunderbolt/PD controllers) is fully up to date 
via `fwupdmgr` (ThinkPad System Firmware version 0.1.22 / 0.1.21).
