Public bug reported:

[Impact]

The “ACL default_acl_drop” and “Tiered ACLs” tests can fail intermittently on
s390x. They send traffic after OpenFlow updates complete but before cached
datapath flows have been revalidated. This can produce unexpected packet loss
or forwarding and block package validation.
The Tiered ACLs test also incorrectly reports fractional loss such as 33.3333%
as 333%.

[Test Plan]

1. Run the OVN kmod autopkgtest on a single-vCPU Resolute s390x runner,
selecting TEST_LIST="141 142 157 158".
2. Repeat several times with the patched package.
3. Verify all four tests pass their existing allow/drop assertions.
4. Verify fractional packet-loss percentages are preserved correctly by the
updated parser.

[Regression Potential]

The changes only affect tests. Additional synchronization may increase
execution time or expose revalidation timeouts. Parser changes could
affect result matching, but the tests still require the expected zero or
complete packet loss.

[Other Info]

Observed with OVN 26.03.2 and Open vSwitch 3.7.1. The fix adds port-
readiness and datapath-revalidation waits and corrects the percentage
parser. The revalidation approach is already used elsewhere in the test
suite.
