Comments on the profile (some of this applies to the pre-existing
profile as-is and not the changes in the debdiffs):

The addition of the sys_time capability looks good.

AppArmor rule globbing does not follow the same rules as normal regex
(they are more similar to shell globbing). Thus, [0-9]* matches a digit
followed by any number of characters (including alphabet) besides of
forward-slash. The rule @{run}/phc2sys.[0-9]+ matches a digit followed
by a literal '+', which I suspect is not what was intended. For such
cases, I would suggest using the @{int} variable, which is defined in
the AppArmor packages of both Resolute and Stonking.
