Public bug reported:

esstra 0.3.0-3 has been stuck in stonking-proposed for ~396 days.
update_excuses reports, on every architecture:

  esstra/amd64 has unsatisfiable dependency
  (same for amd64v3, arm64, armhf, ppc64el, riscv64, s390x)

Cause:
The binary package has a strict versioned dependency on the exact gcc-15-base
it was built against. In debian/control:

  # GCC does not guarantee its internal ABI/API compatibilities, so specify its
versions.
  gcc-15-base (= ${gccFullVersion}), gcc-15 | g++-15,

and debian/rules fills the substvar at build time:

  override_dh_gencontrol:
        echo "gccFullVersion=$(shell dpkg-query --showformat='$${Version}'
--show gcc-15-base)" >> debian/esstra.substvars

The proposed binaries were built in April and therefore depend on
gcc-15-base (= 15.2.0-2ubuntu2), but stonking now has gcc-15
15.3.0-4ubuntu1, so esstra is uninstallable everywhere. A no-change
rebuild would only fix it until the next gcc-15 upload, and the package
would again block gcc-15 migrations in the meantime.

Debian status:
- #1114872 (serious) "esstra depends on the exact gcc-15 version it was built
for": the gcc maintainer states it is safe to drop the gcc-15-base dependency,
the dependency on gcc-15 is good enough. Not fixed in Debian yet (unstable
still has 0.3.0-3).
  https://bugs.debian.org/1114872
- Related open Debian bugs, worth keeping in mind:
  #1133468 (serious) esstra: ftbfs with GCC-16
  #1144293 (serious) esstra: non-standard gcc/g++ used for build (gcc-15)
  In stonking the default gcc is still 15 (gcc 4:15.2.0-5ubuntu1), so these
don't block this upload, but they will matter when the default moves to gcc-16.

Suggested direction (to be done by whoever picks this up):
- Drop the exact gcc-15-base (= ${gccFullVersion}) dependency (and the
now-unused substvar generation in debian/rules), keeping the gcc-15 | g++-15
dependency, as suggested in #1114872. Since esstra is a GCC plugin, consider
whether a looser bound (e.g. gcc-15 (>= the build version), or depending on the
plugin ABI) is more appropriate, and check the plugin still loads with the
current gcc-15.
- Test-build in stonking, check that the plugin works with the archive gcc-15
(autopkgtests / a quick compile with -fplugin), then upload as an Ubuntu delta
and forward the change to Debian on #1114872.
