I have completed the testing of the packages in -proposed as well.

On Azure for 22.04, 24.04 and 26.04, the behaviour is as expected: the
generator is present, AppArmor and cloud-init are executed in parallel,
and the open-vm-tools service is skipped. This results in reduced time-
to-SSH on images built from packages in -proposed, with the improvement
observed across all three releases.

I also tested VMware, and the behaviour is as expected there as well:
the open-vm-tools service is active and running, starts after AppArmor
has completed, and cloud-init starts only afterwards.

This should therefore cover verification for the -proposed packages as
well.
