update_excuses: "firmware-qcom-*/amd64 has unsatisfiable dependency"

Cause: all three binaries depend on firmware-qcom-soc (rb5 and
dragonboard845c with >= 20220913), a binary of Debian's firmware-
nonfree. Ubuntu doesn't ship firmware-nonfree; Qualcomm firmware is in
linux-firmware, which doesn't provide firmware-qcom-soc. So these can
never be installed in Ubuntu as packaged.

Debian has them in non-free-firmware; newer versions are only in
experimental.

Options:
1. Remove the three sources from stonking-proposed and add them to the sync 
blocklist (preferred unless someone actually wants these boards supported this 
way).
2. Ubuntu delta dropping the firmware-qcom-soc dependency, after checking that 
the files don't overlap with linux-firmware.
