I built a test kernel from Ubuntu-7.0.0-38.38 with two upstream stable
backports applied (from linux-7.1.y), and the artifacting no longer
reproduces.

Added commits:
be5c6ca1924a drm/amd/display: check GRPH_FLIP status before sending event
                (upstream 48ab86360af1)
971962e96618 drm/amd/display: Exit idle optimizations before programming
                (upstream 8419331e64d9, Fixes: 48ab86360af1)

7.0.0-38 carries the vblank/flip consolidation (8382cd234981) but not its
follow-up, so VUPDATE_NO_LOCK can deliver a flip event before the hardware
has latched the flip. Upstream references:

https://gitlab.freedesktop.org/drm/amd/-/work_items/5527

Setup: ASRock B850I Lightning WiFi, RX 7900 XTX, DP-1 at 165 Hz and DP-2 at
75 Hz, KDE Plasma on Wayland. Image and modules are a matched pair from the
same build.

Result: about 100 minutes on the patched kernel with no flickering lines or
blocks on either monitor. Tested: Codex CLI (my most reliable reproducer on
stock -38), btop focus changes, dragging windows across both monitors, and
a game session. [Stock -38 reproduces within X minutes with Codex CLI. /
I did not re-test stock -38 today.] 7.0.0-34 is also clean.

One manual adjustment was needed for 7.0: dc_get_flip_pending_on_otg() is
placed after dc_interrupt_ack() in dc/core/dc.c because the surrounding
context differs from 7.1.y. The rest applied unchanged. I will send the SRU
patches to [email protected].
