Some more data points, as this now also blocks other packages in
stonking.
afdko 4.0.1+dfsg1-3 (stonking-proposed, 105 days) fails to build on all
architectures for the same reason. Ubuntu has antlr4-cpp-runtime 4.10
(the experimental version, needed by mysql-shell), while the antlr4 tool
that d/rules uses to regenerate the feature parser is 4.9.2, in both
Debian and Ubuntu. Debian unstable has runtime 4.9, so the tool and
runtime match there and afdko builds fine.
Switching hotconv to C++17 (CMAKE_CXX_STANDARD 17, which is what
upstream uses now) is not enough. The 4.9-generated code itself is
incompatible with the 4.10 runtime API (serialized ATN format change):

So afdko needs an antlr4 tool and C++ runtime that match. Possible ways:
- an antlr4 (Java tool) >= 4.10 in the archive, to match the runtime
- shipping parser sources generated by a matching antlr version
- building afdko against its own matching antlr4 runtime copy
The upstream fix targets antlr 4.13 (afdko >= 4.0.2), so it does not
help with the 4.10 runtime either, as noted in comment #1.
Impact meanwhile: 3.6.2 in stonking cannot be rebuilt, and its ttxn is
broken in release with fonttools 4.62:

This made nototools 0.3.2-1 FTBFS (its gpos_diff tests call ttxn). I'm
uploading nototools 0.3.2-1ubuntu1, which skips those tests until afdko
is sorted out; that delta can be dropped once afdko 4.x builds.
afdko cannot simply be removed: mupdf (main) and fonts-cantarell build-
depend on afdko-bin, fonts-adobe-sourcesans3 on afdko, and
python3-cffsubr depends on afdko-bin.
