Public bug reported:

Current Hardy (alpha 3+updates)

Update manager says "Your system is up to date. The package system was
last updated less than one hour ago". This was on a laptop that didn't
have internet access when update manager was doing it's daily check.
Therefore the message is misleading - it should only say the system is
up to date IF it has successfully connected to the servers. If it hasn't
it should keep the message as "last updated 12 hours ago" or whatever.
Or maybe a message that the daily check failed.
