Public bug reported:
[impact]
Netplan describes that when the "accept-ra" option is not set, the default RA
behavior of the kernel is used. However, when the backend is systemd-networkd,
in fact, the kernel's RA configuration capability will always be disabled by
systemd-networkd. This is likely to cause confusion for the users.
The description in the netplan documentation:
accept-ra (boolean)
"Accept Router Advertisement that would have the kernel configure IPv6 by
itself. When enabled, accept Router Advertisements. When disabled, do not
respond to Router Advertisements. If un-set use the host kernel default
setting."
However, it is clearly stated in the systemd.network documentation:
"Note that kernel's implementation of the IPv6 RA protocol is always disabled,
regardless of this setting. If this option is enabled, a userspace
implementation of the IPv6 RA protocol is used, and the kernel's own
implementation remains disabled, since systemd-networkd needs to know all
details supplied in the advertisements, and these are not available from the
kernel if the kernel's own implementation is used."
