Good point, step 1 was too short. I don't use the interactive installer:
the ISO is installed with autoinstall, and the config creates no user,
so gnome-initial-setup runs in new-user mode at first boot. That's how
we deploy our workstations: the account is created by the person who
gets the machine.

To reproduce, a minimal autoinstall is enough:

autoinstall:
  version: 1
  source:
    id: ubuntu-desktop-minimal
  storage:
    layout:
      name: lvm
  user-data:
    users: []

user-data with an empty users list replaces the identity section, so the
installed system has no user. I add the file to the 26.04.1 Desktop ISO
as /autoinstall.yaml and add "autoinstall" to the kernel command line in
GRUB. It can also be given to the live installer through its "Automated
installation" option.

Updated step 1 of the test plan:

1. Install Ubuntu 26.04 Desktop with the autoinstall above in a VM
without a network card (for example QEMU with "-nic none"), so that no
user is configured and the welcome wizard runs at first boot.
