Thanks, I agree with this assessment. I have tested this patch on my affected machine, and it does fix the issue I was seeing. After applying the patch, restarting systemd- networkd no longer briefly drops the deserialized DHCP/NDisc addresses and routes when KeepConfiguration=yes is set.
