This seems to be quite similar to LP: #1793932 since there is,
apparently, another custom configuration file in the system setting
tls_verify_certificates.
The workaround pointed in that other bug is still relevant: a user would
need to update their configuration customization to fit the latest exim4
and restart the upgrade.
I am not marking that as a duplicate because the errors differ slightly
(one is due to a duplicate configuration entry and the other is due to
an unknown/removed option). However, they should be looked at together.
