Hello,

Also affects x86_64 (KVM guest, 4 vCPUs).

Counting sys_enter_open+openat (tracepoint) against kprobe:do_sys_openat2 over
the same window:
- 7.0.0-34-generic: ratio 1.000, fires on all CPUs
- 7.0.0-38-generic: ratio ~0.20, fires on CPU 0 only

Opening an extra perf event on another CPU makes the program fire there
too, which is consistent with the hlist_empty(head) early return. The
7.0.0-39.39 -proposed changelog has no revert, so -39 would ship with
the same bug.

Thanks.
