Same problem here. The flac tab is also missing from the "AudioCD" settings in
kcontrol. Opening that section ("kcmshell audiocd") gives the following error:
kdecore (KLibLoader): WARNING: KLibrary:
/usr/lib/kde3/libaudiocd_encoder_flac.so: undefined symbol:
create_audiocd_encoders
So it looks like this is a kde bug rather than a problem with flac.
