Installing libarpack2-dev and libparpack2-dev should provide a functional
find_package(arpackng) configuration layer within
/usr/lib/x86_64-linux-gnu/cmake/arpack-ng/.
=== Actual Behavior ===
The configuration file
/usr/lib/x86_64-linux-gnu/cmake/arpack-ng/arpackng-config.cmake
explicitly attempts to include the targets file on line 35:
include("${CMAKE_CURRENT_LIST_DIR}/arpackngTargets.cmake")
However, arpackngTargets.cmake is entirely omitted from both libarpack2-dev and
libparpack2-dev file manifests (dpkg -L libparpack2-dev does not list it). This
causes
downstream CMake projects to fail instantly during configuration configuration
phases.

1. sudo apt install libarpack2-dev libparpack2-dev
2. Write a minimal CMakeLists.txt calling find_package(arpackng REQUIRED)
3. Run cmake configuration.

Breaks standard modern CMake integration workflows for applications linking
against
system-provided ARPACK-NG libraries on this release version without applying
manual file mocks or find_library overrides.
