Public bug reported:

Hardware: Dell XPS 13 9345 (Snapdragon X Elite), Ubuntu on arm64, kernel
7.3.0-9-generic.

Problem: The fan's state is set only at power-on and never changes
afterward. If it boots with the fan off, it stays off while the laptop
gets very hot. If it's on, it stays on. Only a full power cycle changes
it.

Details:
- lm-sensors shows all the CPU/GPU/NSP thermal zones reading normally, but no
fan device or fan control is exposed at all.
- It looks like the embedded controller isn't getting thermal or system-state
updates from the OS, so it never changes fan speed after boot. This doesn't
happen on Windows.
- Firmware is up to date per fwupd.

Expected: Fan speed follows temperature, like it does on Windows.
