More detail: my KVM switch reports a USB serial number that contains a
tab character. The kernel passes this serial number to udev as part of
the device information. The systemd version in Ubuntu 26.04 (259.5)
added a check that rejects device properties containing control
characters; the version in 24.04 (255.4) has no such check, which is why
your switch worked there. As part of this new check, when one property
contains a control character such as a tab, udev discards the whole
device event instead of ignoring just that property. As a result:

The KVM's input devices are never registered by udev and never assigned to
your seat
When the desktop (GNOME, KDE or XFCE) asks the login manager to open the
keyboard or mouse, the request fails with ENODEV ("No such device")
The keyboard and mouse don't work, even though the kernel detects them
