This problem is reproducible on the IBM ThinkPad T22:

It was also reproducible on the ThinkPad T21, but I do not know exactly
which model number.
After a clean install of Ubuntu, when I click "Shut down" or "Restart",
Ubuntu shuts down the operating system and turns off the monitor, but
the power light stays on. "Restart" behaves exactly like "Shut down". I
have to hold down the power button for about 5 seconds to turn off the
motherboard.
Interestingly, if I boot up Ubuntu recovery mode and type "reboot" at
the prompt, it works perfectly. In other words, the problem only occurs
in GUI mode.
This is a significant downside to using Ubuntu on ThinkPads - please fix
it so that more people will be willing to use Ubuntu.
