Same failure here (24.04.5 -> 26.04.1), reported as LP: #2172540. Two additions:
- Where the rename comes from: zfsutils-linux 2.4.1-1ubuntu5.1 ships the upstream C zfs-mount-generator (an ELF binary), although debian/changelog lists ubuntu/0002-Revert-etc-systemd-zfs-mount-generator-rewrite-in-C.patch. Output of both generators for the same zfs-list.cache is attached to LP: #2172540 (generator-output-diff.txt). - For anyone recovering: /var/lib/dpkg and /var/lib/apt are separate datasets in this layout and stay unmounted after the stop. Running dpkg/apt before rebooting writes into the empty directories underneath; here that left a dpkg database with 69 packages.
