I’m seeing a similar Noble-to-Resolute do-release-upgrade failure on Ubuntu MATE 24.04 (amd64). The upgrader aborts while “Calculating the changes” with “Could not calculate the upgrade” and restores the original system state.
In /var/log/dist-upgrade/apt.log, the resolver repeatedly holds back rhythmbox and gir1.2-peas-1.0 rather than installing libpeas-1.0-1. An earlier resolver log also showed LibreOffice being held back because libxmlsec1-1 was not selected. I disabled third-party sources, but the upgrade still failed.
