One of the XCP-ng forum users figured out what's happening. According to him there is a bug in the serial console driver that's used in the cloud-image installations but not iso ones. This was fixed in kernel 7.0.0-41 in upstream commit: https://git.kernel.org/pub/scm/linux/kernel/git/torvalds/linux.git/commit/?id=560f4deda32785e260056200f8bb911c475c5b88 There is another commit that could trigger this that's not in the ubuntu kernel: https://git.kernel.org/pub/scm/linux/kernel/git/torvalds/linux.git/commit/?id=37aba16e7943634eb3e5e2e7e850ebb38500d935
