Public bug reported:

While the system was idle and fully awake (not ACPI S3/suspend), the
kernel put the unused ASMedia ASM4242 PCIe switch into D3cold. Resume
failed and runtime PM then wedged the machine. The reset button was
required.

Hardware:
- Ubuntu 26.04.1 LTS (resolute), kernel 7.0.0-42-generic #42-Ubuntu
- AMD Ryzen 7 9700X (Granite Ridge), Gigabyte board
- ASM4242 upstream port 0000:10:00.0 [1b21:2421], behind AMD root port
0000:00:02.2
- ASM4242 USB 3.2 xHCI 0000:72:00.0 [1b21:2426]
- ASM4242 USB4/Thunderbolt router 0000:73:00.0 [1b21:2425]
- No device was plugged into the ASM4242 ports
- iGPU amdgpu 0000:74:00.0 [1002:13c0] is the display GPU
- /sys/module/pcie_port_pm is enabled; d3cold_allowed is 1 on 0000:10:00.0

Timeline (CET), previous boot 2026-11-05 07:35:11 through 23:05:00:
- 23:00 sysstat-collect ran. No suspend.target and no "PM: suspend entry".
- 23:02:48 workqueue: amdgpu_device_delay_enable_gfx_off hogged CPU
- 23:02:53 pcieport 0000:10:00.0: Unable to change power state from D3cold to
D0, device inaccessible
- 23:02:58 onward: amdgpu 0000:74:00.0 fence fallback timer expired on
gfx_0.1.0, then gfx_0.0.0 and sdma0
- pci_pme_list_scan hogged CPU repeatedly (4, then 35 times)
- 23:04:54 at least six kworkers blocked for more than 122 seconds in workqueue
"pm", pm_runtime_work -> rpm_resume, with rpm_resume nested inside rpm_resume
- Journal stops at 23:05:00. Next boot 2026-11-06 03:49:45 reports: x86/amd:
Previous system reset reason [0x00010800]: system reset pin BP_SYS_RST_L was
tripped

Expected: an idle ASM4242 either stays in D0, or a failed D3cold resume is
abandoned without blocking other runtime-PM workers.
Actual: the bridge did not become accessible and the runtime-PM workqueue
deadlocked. The desktop froze. amdgpu fence timeouts followed the stall.

This matches Debian bug #1102175 (ASM4242 1b21:2421 upstream port stuck
in D3cold on AMD Raphael/Granite Ridge, forwarded to linux-pci). It
still happens on Ubuntu 7.0.0-42.

Please quirk this device so the ASM4242 upstream port is not allowed to
enter D3cold, and make a failed D3cold resume return instead of nesting
forever in rpm_resume. A global pcie_port_pm=off workaround is broader
than this device.
