Is there any update here? This was being obfuscated in testing by https://bugs.launchpad.net/ubuntu/+source/ubuntu-advantage- tools/+bug/2143251 but with that resolved and our test exception expired I'm still seeing this denial at the very least in a resolute build (haven't confirmed elsewhere yet)
