I have this exact problem using KDE.  I have read the KDE developer's
responses to requests about this and they are unwilling to add the
option to disable scrolling on the task bar.  They were IMO very rude to
their users about this issue.  One response they gave was to learn to
use the touchpad better.  What jerks.

I am happy to see that GNOME is a little more user sensitive and I am
now switching my desktop manager.  If an option could be added to
satisfy laptop users, I think this would be very helpful.

Thank you for even CONSIDERING this issue and thank you for being
concerned about what your users.  You guys are really great.
