Should be fixed in kdebase 4:3.5.8-2ubuntu16:

* Move kde-applications-merged/kde-essential.menu to
applications-merged/, apparantly the prefix doesn't get used for merge
directories
* Make kdesktop depend on xdg-user-dirs
