Public bug reported:

Using the GUI installer, if there's no internet connection, a message is
displayed saying that the installer couldn't access the security
repository. It says that the repository has been added to the
sources.list file commented out.

This seems inappropriately technical for what's supposed to be the easy
GUI installer. Wouldn't it be better to tell the user to go into
Synaptic (rather than into /etc/apt/sources.list), or at least hide the
detail in a twistie?

** Affects: ubuntu
     Importance: Undecided
