If I run desktop-effects-kde4 and select any option, then click "Apply", I get
something like this:

I located the file in /usr/share/apps/desktop-effects-kde/. I took a
look at the code, but I couldn't easily figure out where it was looking
for the "data" directory. This looks like it should be a very quick and
easy fix for someone who is familiar with the code.
