ISSUE: The version of Speex libraries included with Ubuntu have
insufficient features to be used with Mumble.  The newest version of
Speex 1.2~beta3 does have, for the most part, sufficient features.  By
getting Speex 1.3~beta into the Debian Experimental repository, Mumble
can be packaged for Ubuntu without duplication of those libraries.  This
will require updating the Experimental repository.  It has already been
determined, through the same IRC discussion mentioned above, that the
new libraries should not break compatibilities with existing
applications with Speex dependencies, by Jean-Marc Valin - lead
developer of the Speex project.

ACTION REQUIRED: Update Debian Experimental repository with Speex
1.2~beta3.  Sync Ubuntu repository with this upstream package.
