On locale fr_FR.utf8 where the decimal char is also the comma, "19.4" is
replaced by "19/04/2008" which is a date.

This bug, combined to an other bug (the keypad dot key not giving a
comma like in Excel) is really disturbing for users coming from
Excel/Windows and even considered as a blocking bug for migration by
many.

Changing the locale is not a satisfying workaround.
