Public bug reported:

Binary package hint: atop

/etc/init.d/atop uses start-stop-daemon to launch atop. It would be
nice if it used --oknodo.

For me, an unrelated issue with logrotate prevented the postinstall
script from exiting correctly. After this, attempts to finish
configuring atop would result in the postinstall script trying to run
/etc/init.d/atop start again, which would fail since atop was already
running.

Using Ubuntu 7.10 on ppc, atop version 1.20-2.

Thanks,
Forest
