Frankly, this icon should not be there, ever. This is another symptom of Microsoft Creeping Notifcation Area Disease (TM). These icons are useless and annoying and the animation on the tracker icon is especially egregious. Particularly annoying is that the tracker notification animation appears directly adjacent to the deskbar applet, which looks exactly like it.
