This is definitely a bug, when you try to upgrade a system from CD(!) which has parts from the internet. To dist-upgrade a system from CD which needs parts from the repositories, should give me a hint that an additional internet download is mandatory. That's a good solution to end with an unclear error message is very bad, because debian systems are known for perfect dist-upgrades. I personally moved to 7.10 online, that was my workaround. This bug still exists on three other machines I tried it without success.
