This issue is relatively new; It did not occur when I first installed
Gutsy on both the laptop and the desktop, using Nvidia and ATI cards
respectively, so I'm fairly certain it's not a graphics problem per-se.

The bug occurs from boot, no other steps are necessary to get the
problem.

When the problem occurs, I cannot un-tray any of the programs that are
running on it. Left mouse button goes to "handle" to allow the entire
tray to be moved, and Right mouse button just displays the menu for the
applet not for each individual application running in the notification
area, even when the mouse cursor is fully on the icon (so it does not
select the blank space that surrounds the icons.

I'm fairly certain it must be something that has altered itself on my
configuration; it used to be intermittent but now it appears to be
occurring on every boot.
