Public bug reported:
On my Thinkpad T40, network manager can't power on/off wireless device
just by toggling "Enable wireless" option in right-click menu of nm-
applet. In fact the option toggles fine but nothing happens. Directly
sending 0 or 1 to /sys/bus/pci/devices/0000:02:02.0/rf_kill works fine.
Wifi is Intel 2100 on i855 chipset.
I can reproduce this on all Ubuntu versions including Hardy.
