I think the right answer here is to preseed keymap defaults, but only
set the seen flag for those questions if you actually explicitly
selected a keymap in the boot loader. The problem at the moment is that
the installer can't distinguish between a default selected by the boot
loader and an explicit user choice.

  I tried to install xubuntu edgy beta on vmware while choosing the
  Turkish language. The installer skipped the keyboard choosing sequence
  ("press this, press that, is this your keyboard" dialogues) and just set
  it to Turkish q.
  
  my keyboard was "us" (used as tr-alt on the desktop) qwerty. installer
  needs to go thru the keyboard dialogues regardless of language selected.
