The Ubuntu-NL (Dutch) translation team supports this proposal as well (and we and other Ubuntu translators have asked for this several times in the past).
Why don't you trust the Ubuntu translation team administrators to decide which translations to use/prefer for their language? Most local teams do have contact with upstream translators, and will be happy to work together with them (at least, I want to), but currently it's not possible due to Launchpad having only a very limited access control (every translation team member can edit every single translatable string, everybody else can't translate anything). So we have two choices: problems/accidents with upstream translations will keep happening, or no translations will happen at all, even for Ubuntu- specific translations (which makes Launchpad's translation interface obsolete).
