I have Dell Vostro 1400 and experience the same problem - very annoying.
When PM detects idle state it sets the back light to the value from  "Power 
Management Preferences -> Set display brightness to" parameter. And when system 
returns from idle, brightness level set by user is not restored. Note that "Dim 
display when idle" option is not set!
More over, default PM brightness settings is 100%. And if user level of 
brightness is lower, it is definitely has no sense to set it brighter on idle.

I see two ways it should work:
a. "Set display brightness to" and "Dim display when idle" works together.  
"Dim display when idle" flag says that display should be dimmed and "Set 
display brightness to" parameter says how far it should be dimmed. In this case 
user without special brightness keys won't be able to control brightness at 
all. Thus I assume this is wrong case. 

b. "Set display brightness to" is used to control the display brightness in the 
same way as special keys. This parameter should be bound to this keys. And 
should change when user changes brightness with the keys. 
      And "Dim display when idle", if set, dims display to the lowest possible 
brightness. This is the way things should work.

By the way,  this annoys me really hard. And if fix is not really
complex I could look into the code. But I definitely need a key idea how
it could be done ( I'm not really strong in linux/gnome internal stuff).
