- debian/rules: use our xfce.mk class
- debian/control

+ Recommend x11-utils
+ Adhere to DebianMaintainerField
- debian/compat: bump to 5
- add a desktop file to show the screensaver settings in the menu (LP
#81319)
- 01keyboard_makefile.patch, 10keyboard_layouts.patch: provide a keyboard
layout configuration tool.
* debian/patches: strip dpatch headers from 01_mouse_plugin_memory_fix.dpatch
and rename it to 02mouse_plugin_memory_fix.patch since we use
simple-patchsys.

- do not install xfce-ss-settings.desktop anymore since
xscreensaver ships a similar desktop file
- install lintian overrides.

- update standards version to 3.7.3.
* debian/lintian: added overrides:
- desktop-command-not-in-package xfce-setting-show (as we depend on
xfce4-mcs-manager wich provides the command)
