If you would like to investigate further, find the Russian translation of Adept and check to see if the problem is simply with the translation.
The translation file is somewhere under http://websvn.kde.org/kde/trunk/l10n-kde4/ (it is KDE4 in Kubuntu, isn't it? Else put kde3).
