I can confirm it, too. I found out that it is related to "Edit" -> "Keyboard Shortcuts" -> "[] Disable all menu acccess keys", i.e. if i select it and start a new gnome-terminal, the new terminal will have empty menus. if i then uncheck it, the menu text will appear immediately. It seems to be unrelated to locale settings. (I tested it with en_US.UTF-8 and de_DE.UTF-8)
