This issue dissapeared for me also in my Kubuntu Gutsy amd64 installation. However, I had to format my amd64 partitions and install the 32 bit version of Kubuntu Gutsy for testing purposes. Once the CD install completed I ran `apt-get update && apt-get upgrade` and the administrator button problem is there.
