Comment from the debian bug report:
openarena is up to date (upstream version 0.7.1). upstream's latest
release was made by a zip-archive that is intended to overwrite some
files in an existing 0.7.0-installation of openarena. the files which
are overwritten by that zip-archive only overwrite those, which are
packaged in openarena-data - nothing gets touched by that zip-archive
that belongs to the game engine which is package as openarena. so the
engine is still 0.7.0, but the game data (packaged as openarena-data) is
0.7.1 which renders openarena in debian lenny and sid at the moment to
be version 0.7.1.
