Umm, ok. 1. I used GNOME. Sometimes it triggers when I reboot and log back in. Sometimes, I'm not doing anything in particular. Sometimes it'll do it a bit after I unlock the screen. Trigger is unknown. It just "forgets" sometimes.

If you tell me what to point a debugger at, I'll see what I find. Starting point for verification may be swapping caps lock and control, and/or setting menu as compose key via the gnome capplets.
