Umm, ok.

1. I used GNOME.  Sometimes it triggers when I reboot and log back in.
Sometimes, I'm not doing anything in particular.  Sometimes it'll do it
a bit after I unlock the screen.  Trigger is unknown.  It just "forgets"
sometimes.

2. The behavior I expected is for it not to forget my keyboard settings?

3. The behavior I actually encountered is that the keyboard settings
were forgotten, as described above.  See "symptoms".

If you tell me what to point a debugger at, I'll see what I find.

Starting point for verification may be swapping caps lock and control,
and/or setting menu as compose key via the gnome capplets.

I've told you as much as I know right now; if you ask specific questions
I can see what I can do about it.
