Public bug reported:

Running the up to date Edgy (2.6.17-10-generic) and the cpu frequency
doesn't scale down when the computer is idle or on battery.

http://ubuntuforums.org/showthread.php?t=267907 is the thread started on
the forums regarding this. The laptop is a HP nx9420.

I've tried powernowd, powersave and cpufreqd but none of them work. It
appears to need a kernel module. Is this easily possible before release?
