This comment is from another power DNS user and SPF developer: In the past, the "content" column (PDNS is DB-backed) of a TXT RR could contain the bare TXT string, however this has changed to support multi- string TXT and SPF RRs, among other reasons. Including the quotes in the contents column is now at least "supported" and will be the required format for both TXT and SPF soon, so this ain't a bug. Perhaps though PDNS could assume a single TXT string if there aren't any quotes in the content column. That idea might be worth pitching to upstream.
It looks as if the quotes requirement is currently a bit inconsistent between TXT and SPF.
