I retrieved it from the pool directory:

http://de.archive.ubuntu.com/ubuntu/pool/main/b/bluez-utils/

There you can find bluez-utils_3.24-0ubuntu2_i386.deb (or similar for
your matching architecture). Please keep in mind that you need to do the
following in order to downgrade:

sudo dpkg -r bluez-audio bluez-utils
sudo dpkg -i bluez-utils_3.24-0ubuntu2_i386.deb

Starting from version 3.26 bluez-utils adds bluez-audio in a separate
package it seems and both depend on each other so you need to remove
them before installing the older version from January.
