Public bug reported:

Binary package hint: devscripts

When changing the DEBEMAIL variable and editing via 'dch -e' the email-
address of the current entry is changed into the new addresse. Exiting
vim with an unforced save this change is not written to the file.

I think this scenario is extremly rare and depends on vim getting a
buffer which is not written to the disk, but seems to be. Forced writing
fixes the problem.

Don't know if this is worth fixing it (which I think would be quite
tricky) - this was just one thing which confused me pretty much, till I
figured out, what happend.
